2018 system upgrade

I recently moved to another city and since I'm in a new place I need to rely on the navigation a lot more than before. The problem is that the maps I have are from 2020 or 2021 I think, so I went to the dealer to ask about updating them. The guy said that I'll need to pay for that, the maps and labour for the process. Is this normal or are they trying to scam me or something? If this is normal, can I do the upgrade myself?
